Oi Peter,

Uma outras sugestão: tente forçar a abertuda do DATABASE antes de dar o USE na tabela para ver o que acontece. Tipo:
OPEN DATABASE <nome_do_database>
USE CLIENTES IN 0 SHARED ALIAS CLIENTES
