Found the solution late on Friday. It's an old nemisis of mine - SetFocus. In a button on Page1 was a SetFocus call to an object on another page, but the processing would be handed back to Page1 as there was still code after the call. Foxpro was becoming confused as to what page the focus should be. Since the SetFocus was superfluous anyway because I use ActivePage and set focus as needed on the other page, just removing the call in Page1 resolved the issue.
