On my Win98 computer here at work:

Downloaded the file to my D:\Download folder.
Unzipped to folder D:\Download\Scrollbr
* copied both OCX files to c:\windows\system
Start button, Run
regsvr32 c:\windows\system\scrlh32.ocx
regsvr32 c:\windows\system\scrlv32.ocx

Nothing out of the ordinary. Both succeeded just now on my Win98 machine. At home [Win2k], I copied them to the C:\WinNT\System32 [or C:\WinNT\System] folder [wherever all the other OCX files are].

I also have VFP7 plus all component updates and SPs [Win2k and VFP] installed on both Win98SE and Win2k. The problem may be some missing component although this is doubtful considering the age [6+ years] of these controls.
