A) I don't know exactly but think you do since it's in redistributable file list.
B) Location is 'Program files\Common files\System\Ole DB\vfpoledb.dll'
Installation registers it in HKEY_CLASSES_ROOT. I think you could register with regsvr32 but never tried.
