I got the log file, thanks! We have seen something similar to this once internally, on a PC used by someone on my team. It looks like it may be caused by something missing from the registry. Maybe coincidentally, maybe not, he renames his admin account to something besides Administrator. I could not reproduce this myself by renaming the admin account and installing VFP7, then the SP.
On any machine with VFP7 installed, this registry key should exist:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\{89C83182-6537-4177-8A34-91598524EFD3}
If it does not exist, the patch will not install and the VFP7 maintenance mode setup will not work either.
Let me know if you have that key.
