I think there is some confusion about this issue.

You don't have to buy additional licences unless:

1. You use the activeX designer to let the users create and modify the report themselves.
2. Or, you publish reports from within a WEB-server.

Whether the data is on a file server, database server does not matter. If you provide the reports from within a VFP app, you don't have to pay for additional licences. Also, it does not matter if you export reports to PDF or not. If you use the RDC automation controller in combination with the smartviewer, you never have to get additional licences and are free to distribute your applications.
