Here is a metaphor that may make sense...

Think of VFP as a distressed 747 flying at 35,000 feet with 2 engines out with a third going out in the very near future. MS flys the plan and the passengers are the community.

What is the goal?

To land the plane - as safely as possible.

How is the goal achieved?

By taking affirmative steps to land the plane. Any effort that is not centered on landing the plane is irrelevant.

In my hypo, the plane has not reached an untenable situation. It is a recoverable situation. Not to fly, but to land safely. If the pilots continue flying, in an uncertain manner, in an air of doubt, what was recoverable will not be recoverable and a crash landing is all you have left. The results??? A lot of dead people...

The lesson - take affirmative steps now so that the situation can be controlled.
