The situation is similar here in Bolivia. A company is quite capable of upgrading hardware for several 1000 US$. But if a programmer offers a software solution for a few thousand dollars (or even for a few hundred dollars), they will invariably ask "what, THAT expensive"? Probably because they are accustomed to get software for "free" - and don't appreciate the work required for customized solutions.
The situation is changing gradually, due to campaigns by BSA. Companies are starting to get scared.
