All the uninstalls and re-install in the world won't help things, you have to re-register the class, and to do this you need the registry license codes from MS. I found no other way around it, but it has been awhile since I dealt with this, there might be another fix now.

There is some info in the knowledge base about this. click on the dice and search for "OLE license error". This did it for me :)
