I agree with that. It is much simpler to add your own modules subcluss exosting ones and/or override some framework subclasses methods to achive the goal, than to build your own framework. If you have the intent to modify the framework you need to choose the most flexible one, not the one which may be closer to application generator in its design. From my experience, the CodeMine framework is the most flexible one, but that's IMHO, and it is just too much work for one person to evaluate in-depth all the available commercial frameworks.
