If they just plugged the new monitor in without updating or changing the driver or card, I think you've found the problem. I would still start with just the driver but the card could also be part of the problem. The new monitor may not be completely compatible with the older card.

I have had monitors "die" and the card also be damaged but don't know which happened first. Did the card go bad and somehow damage the monitor or vice versa ???
