The solution is to log in as administrator or equivalent when installing VFP to assure it's available to all users.

This is magic. I had thought of this problem and had logged on as Administrator. After I replyed I thought that I should reinvestigate this. So I looked and there were three profiles on the machine instead of two. So I logged on as the third profile and VFP7 reappeared. So I went to the user to confront her and show her the error of her ways. I logged off the profile that was working and logged into the other(not admin) and guess what VFP7 reappeared and the problems went away. So I guess you get credit for the solution. I have no idea why this took place.
Thanks
Bruce
