One possibility:
One problem I've often seen using VSS is that in addtion to each user having a local copy of the project on their local computer, a copy also exists on the network. VFP will often get confused and open a copy of the network version of a form, class, etc., rather than the local copy. The user may think he's updating a local copy of a file when he's actually updating the network version.
Make sure that VFP can't access a network version of the project by disconnecting any drives that the network copy maybe on.
