I found a lot of information on the Policy Editor and registry for Win 95 and NT in the book on the Registry from Macmillan Publishing. It is found on the MCP.COM website free digital bookshelf, and has a lot of valuable information on tweaking security in Windows, and solving many of those annoying quirks that happen when the registry gets damaged!
