Yes, I just submitted to a provider in Montreal someone who keeps spamming me about his resume. I already replied to him stating to stop but of course that was useless. I called them directly and they asked me to send to their abuse department.

First of all, those who use that technique to send their resume are really not smart. Do they really think I will hire them when they use such practice to submit their resume? If I would do it, this tells a lot about the type of activities that potential employee would do in a company.
