>This appears to be an unholy alliance of software we are trying to wed...We have a new Win2K station running a Pcaw 10.0.1 host over a cable connection. All is well until we attempt to run Foxpro 2.6a DOS on the host machine. Our snappy connection slows to a crawl (10-20second response). I have looked at the memory settings (all are marked automatic) and don't see anything of note. The app runs fine locally....just takes forever to go across Pcaw.

Have you considered using NetMeeting's Remote Desktop Sharing rather than PCAW? Works rather well on Win2K for me, but I may have tweaked something so that the DOS Apps are better behaved.
