That looks like a smaller 'l' (EL) which is essentially the same character as a 1 (ONE), The line above it, if I correctly recall, means that the EL has a 'long' pronunciation. The same you'd find in Isle, Eye, I'll and so forth and not a 'short' pronunciation as you'd find in words like it, bit, fit and so forth.
