I noticed that MODIFY REPORT command destroys the code page of
frx file: it sets it to current code page. This causes corruption
of reports which are created in other code pages.

However, MODIFY FORM/CLASS does not change code page at all as expected.

Why MODIFY REPORT destroys the code page ?
