I don't know if it is accurate or not, but it IS interesting. I would GUESS (only guessig of course) that it has more to do with cost of living/finances/availability of technology country-wide/etc than anything else. Especially since the article mentions that a computer is still considered a luxury! Hopefully one day that will change-in even more countries than just Russia.
