Two solutions for this:
1st: Instruct the end user to rightclick on the link and selecting "save file as" to download the file.

2nd: Create a subfolder under the one holding your asp pages and set the custom header for this folder to "Content-disposition:Attachment" on the property dialog of the folder in IIS. This will enable the prompt to download on the majority of browsers.
