I've been around the block a few times on this one and achieved the best results by using a single bitmap that looked good in both VGA and SVGA. Depending on the picture you're using, an automatic resize can look pretty bad! We just completed a graphics-filled application for McGraw-Hill and they were pleased with the results.
You can simply add the bitmaps to the _SCREEN object in your application's BeforeReadEvents().
