For the first, look that your public is not declared as PRIVATE in the writing or reading method.

For the second, PUBLIC's to transport data is not a good idea anyway.
Create in the form that set the filter a method like GET_Filter_Setting() this should read the settings and return it, let's say as an array. The other must call this method and has to interprete this information
