It's putting the runtime files in the Program Files\Common Files\Microsoft Shared\VFP instead of the System32 directory like the Setup Wizard. Also, its including VFP7R.dll, VFP7RENU.DLL and VFP7T.dll, but no VFP7run.exe. Does this file need to be in there too?

Whil Hentzen did a great article on ISE express for beginners in FoxTalk January 2002 issue. If you can get a copy or it that should help you get started with ISE and setting up a VFP 7 program. Also there is a white paper included with your VFP 7 CD that is a good source too.
