I met this behaviour in several places in past, as well as it was reported by other developers as well.

It is not as citical as annoying to see scrolled images. Users, that use some form often and know where to click without looking to form, do not bother self by the buttons' appearance. So seems this would be correct point of view to see if users want this fixed.

The professional level of programmer could be determined by level of stupidity of his/her bugs

It is not appropriate to say that question is "foolish". There could be only foolish answers. Everybody passed period of time when knows nothing about something.
