You can control it by reducing the height of the textbox itself, it has a lot of excess leading built into it. If you don't have lowercase letters, and therefore descenders like gjpqy then you can reduce the height to about the underline that shows up in the field. You just have to play with it depending on the font you are using to see how small you can successfully make it.
Adjusting the textbox also controls the leading used with stretching memo variables. You can also make the band height a bit shorter than the textboxes themselves.
For example using the LaserJet LinePrinter font it can be easily printed at 8 lines per inch, set the detail band height to 0.125 (1/8"). You can even go a bit smaller than that, again depending on descenders and how little leading the font will let you get away with.
You probably also want to set the detail band height to a specific value.
