I literally had the filenames in variables in the command window, ran the copy command, had it choke, copied it over to VFP5 (to see if it was a VFP7 thing), had it work there, brought the boss in to show him what was happening, hit enter on the same command already in the command window in VFP7, and it worked. (Wow, what a run-on sentence). Very, very strange. I'll keep testing it.
