According to the website, the $800 Developer's license covers "Windows 3.1,95,NT & 2000". I'd bet it works fine in XP.
As far as distribution, the website says, "The developer license allows you to distribute the ActiveX controls with your applications without paying any additional royalties."
So, Steve, it seems you can buy it online for $800, and have the distribution rights you need.
