Look at the DHTML Edit Control ActiveX objects for IE5; the obvious solution of using a tool like FrontPage or Word to create/edit the HTML document (the same application could easily display the HTML) would make the task a no-brainer, but it isn't a freebie. Word in particular is extremely attractive,allowing both direct WYSIWYG editing of HTML documents, offers an automation interface, and is well-accepted by most end users. It offers lots of benefits at relatively low cost.
