Colin,

After Sergey's confirmation the only thing I can think of is that your web browser/email is in Offline mode.

I am experiencing the same under the following circumstances
- my adsl line is open
- I get my mail via outlook
- I go offline without closing the connection to look in my inbox without getting the ad bar of hotmail
