The only solution I ever hit upon was to start the same project from scratch with my own screen resolution set to 640x480. It is inconvenient as anything, but the screens seem to stay in place when I'm done (emphasis on SEEM). I've even modified them while at higher resolution without problem, but it is a real pain to try to program with such a small working area.

I have not hit upon any solution for currently existing files except to try to convince users to utilize a higher resolution, and you know how far suggestions like that generally go. :-)
