Your efforts to learn and incorporate PHP into your arsenal of tools will be one of the best moves you'll make this year. It provides a fantastic bridge between your web server, the HTML it serves, and data. I haven't spent much time working with XML yet, but I can see where PHP would be very useful in that realm.
One thing you should -not- bother with...PHP will read and write to dbf files...but since there can be multiple threads from your Apache server hitting the dbf files simultaneously, you risk file corruption unless you read only. (And, try not to take offense at the patently derogatory statements in the PHP documentation that discusses dbf files.)
