Just tried it, it simply works. I skipped steps 6 and 7, though, and selected 3rd column from the PEM window, and went to 9 and 10, and 11 didn't happen.

Same version of VFP, and my W2K is probably less stable than yours (installed over W98). I also have a weird combination of codepage/language, because W2k is set for codepage 1250 (Central European), keyboard is Serbian Latin, but VFP is set for codepage 1252 (Western) - and still, I'm getting no error on this.

Maybe you had some garbage in foxuser.dbf which got cleaned somehow?
