In my world of development, each occupies a space. I see VB occupying the vast majority of the space. From a macro point of view, MS does appear to be targeting VB .NET to existing VB developers.

In effect, you are saying it is misleading because you think it is misleading. i.e., just because you say there are no technical or practical differences, none exist. While I would agree that "material" technical differences do not exist, I would disagree that on a per se basis, no practical differences exist.
We simply disagree on this topic. Just accept it. Let's just wait and see which language is the preferred choice for mainstream windows application development. My bet is on VB.
