Its not exactly what you require but you have the ability in the
Files->Advanced Tab to set the Uninstallation Properties to Permanent. This will prevent the files ever being uninstalled - as far as I can see, which is the closest I have got to what you want.

I do know that other version of IS have the functionality you require so maybe the full version of ISE does but I'm not sure.
