In the design environ the Report Controls toolbar always activates properly when a report is modified, but in a runtime environ, sometimes the toolbar remains ghosted when the modification screen is open.

I can then close that screen and reopen it and sometimes the toolbar is unghosted.

Anyone seen this before?
