I think the javelin is like that too - at least there are regulations about maximum and minimum weights, lengths and diameters and probably construction materials.
I think you'll never gat away from the subjective elements of having judges - the walk for example is really who can run without getting caught. Games like hockey and soccer have umpires whose decisions can change the game.
I tend to agree with Jim Nelson who suggests that we need to fix the problem rather than just abolishing its source.
