I have a loopback command that sends the exact string back to the client that the server recieves. This how we check that we not sending junk. That showed the string as fine. I also did a string to file inside the com server and then opened the file to verify the xml was valid. We solved the problem by installing msxml3.0 on the server. It was not there.
