Boy, did I blow this one. First, the above implies that we include Portuguese VFP runtimes. This is not the case. We include a lot of other localized runtimes, but Portuguese is not one of them. Second, yes, you can create localized setups in languages other than English. Unfortunately, Portuguese is not one of those languages included in ISE VFP Limited Edition.
However, I didn't get it totally wrong. :-) IS has "language packs" that look like they can translate into a bunch of languages (Portuguese included) from one project. More info here:

What I gather from that link is that IS Developer is needed to use the language packs.
