In the report grouping, look at "Start group on new page when less than" setting. This measurement should be in inches for you. Setting this number to be at least the height of the header, 1 detail record, and the detail footer (all three added together) will prevent the situation you describe. However, if your detail footer is a lot taller than your detail lines, it can leave some wasted space at the bottom of pages...
