It isn't just the US. Spain won the first men's cross country gold on Saturday. The athlete is actually from Germany.
As a followup question, how do you propose some athletes train if you are opposed to them going to another country. The example I'm thinking of is the Jamacian Bobsled team. There's no way they can actually get track time in their own country.
