You don't need intallshield at all, it's just a wrapper.
If you use the MSI SDK you can do all direct. But is is not a interface for just-drag-and-drop-people, it's like to fill a relational database only with browse.
If you configure InstExpr / VFP7.0 to create a msi (not compressed), you can change msi package with orca editor (or with vfp, there is an object you can use, look in documentation delivered with the SDK).
