In the two examples he mentioned, it was clear that he wanted an exact match. In this case, changing the Type of search filter to exact match will find the related references. As for your example, with C#, I don't know with what you can combined it. It depends on what you are looking for. But, allowing search on two letter words, as is, without an exact match, would just return too many results as the search won't be precised enough.
I see your point although I doubt if a search for "C#" would return too many matches. Perhaps a set of exceptions could be allowed.
