I too am annoied by this feature. I had a grid with a base table as its' source. To show only the desired records SET FILTER was being used. There are times depending on the filter when the scroll bar would never be at the top, meaning there were "phantom" rows at the top.

The way i got around this was to use a view with a dynamic parameter. Now the scroll bars function as expected.
