I don't remember the exact thinking behind it. Most likely for two reasons:

1. A circle is made up of 360 degrees.
2. I wrote it before I wrote SetFormUDF and I wanted to test CreatePolygonRgn.

Looking back, I could make it an elliptic region with equal axes. I may do some performance tests to see if that increases it slightly.
