That's a permission problem. Make sure the IUSR_ of the server has rights to write to that directory.
From the looks of it this file sits on a net server - if so you'll need to create the IUSR_ account
of the Web server on the file server and then assign the rights to access that directory there.

It works from VI interface because you're logged on using your account which dodes have rights
in this directory. The IUSR_ account does not by default...
