I deleted the FoxUser.DBF but the problem persists.
Is it possible that VFP looks at another FoxUser.DBF before looking at the one in the project home directory?
VFP starts up like this:
Config.FPW executes the program VFPSU.PRG.
VFPSU.Prg specifies the resource file: "SET RESO TO FoxUser.DBF"

Perhaps it is using a different resource file before it gets to VFPSU.prg?
