I just found this reply posted by John Koziol at another place:

I believe it defaults to whatever Outlook is set to in Options. However, an
individual MailItem can be changed via the BodyFormat property and
olBodyFormat constant.

Values for the constant are:

1 = Plain
2 = HTML
3 = Rich Text
