>My boss, Keith Gill, is trying to set a FILES = 99 on his config file, but he says that this does not work. He is running FoxPro for DOS in WIN2K and some files won't open. He opens many files, so the only symptoms are that the files won't open. This works fine in WIN98.

The "global" DOS config.nt file is located in the Windows system directory. You can also specify config file for a specific shortcut in the Properties -> Program -> Advanced.
