I've had experience with this ever since mFoxPlus 2.1 in 1989 - and it happens when everything else is already so screwed up, that the error handler is feeling no better than the rest of the engine. The difference is that in those days it would write such a message repeatedly until you rebooted. I haven't seen it for a while, but now it happens again in VFP7 SP1, but only after some other error happens first, and I choose to cancel, and then it tries to clear everything and resolve references. I'm using VFE and it's interreferenced like a banyan tree, so I figure VFP may already be a mess when this happens. The novelty in 7 is that it stopped repeating the error number and started spewing impossible numbers instead, like "Fatal error 3509 while attempting to report error 135521" or something equally senseless. And it displays this only once - the next thing is usually a C0000005.

You can safely disregard any error numbers you see here; they will not make sense. The error happened before and wasn't properly handled (by your code or VFP); this recursive message is just a symptom of how bad it got afterwards.
