I'm not sure if the performance is really a problem, just defrag the Hard drive. I'm sure the registry could be a little cleaner.
ANyways, what I was going to say is that in XP they're part of the way there. In the control there is a "Performance and Maintainence" dialog where you can globally set OS settings for "Best Visual Experience" (paraphrasing, I forgot what it really said) or "Best Performance" which really speeds the whole thing up: it gets rid of alot of CPU killing features like XP themes, fading menus, and all those little subtle animations that I don't miss ;-)
